Budget / Customer-funded services

Water and sewer have their own fund.

The Utility Fund plans operations, expansion and loan payments. An annual debt-service amount does not tell us the outstanding balance or all city debt.

Debt

What we can and can’t say yet

  • The budget lists $786,070 a year for State Revolving Fund Loan 2, labeled as maturing in 2037. That is a yearly payment, not the amount still owed.
  • The outstanding balance of city debt comes from the annual audit, not the budget. We have not yet reviewed the audited debt schedule.
  • Community development district (CDD) bonds are separate from the City’s debt (Florida Statutes 190.016 ↗).

Reserves

A rainy-day check we can’t run yet

The Government Finance Officers Association recommends keeping at least two months (about 17%) of regular General Fund spending in unrestricted reserves.

The budget doesn’t report reserve balances. Those come from the audited financial statements, which we haven’t reviewed yet. GFOA’s guidance is a recommended floor, not a legal requirement.
