Budget / City funds & redevelopment

The five-fund printed total counts $6.68M of CRA payments twice.

The posted budget keeps the General Fund, utilities, stormwater and two CRA funds separate. Adding their printed expenditures also adds some payments twice.

CRA payments connect the General Fund to two districts.

FY2026 planned amounts. Removing identified General Fund payments to the CRA’s two area funds is a limited adjustment, not proof of a completely consolidated spending total.

  1. General FundMain operating fund
    $36.5M$35.5M revenue

Police, fire, roads, parks, library, planning and administration. Mostly paid by property tax, other taxes and state revenue sharing.

  2. Utility FundEnterprise (self-supporting)
    $16.7M$16.8M revenue

Water, sewer and reclaimed water. Paid by customers’ utility bills, not property tax. Includes state revolving-loan debt payments.

  3. Downtown CRARedevelopment district
    $8.8M$6.78M revenue

Reinvests property-tax growth within the downtown district. Funded by tax-increment payments from the city, Lake County, the ambulance district and the water authority.

  4. Mountain Properties CRARedevelopment district
    $7.12M$8.31M revenue

Reinvests property-tax growth within the Mountain Properties district. Funded the same way as the Downtown CRA.

  5. Stormwater FundEnterprise (fee-supported)
    $424K$424K revenue

Drainage and flood-control system, paid by a stormwater fee.

How money moves between funds

In FY2026 the General Fund pays $2,646,651 to the Downtown CRA and $4,034,164 to the Mountain Properties CRA. Lake County, the ambulance district and the water authority pay a further $7,040,899 into the CRA’s two areas. Utility and stormwater funds are paid by their own customer charges.City property tax, other taxes & feesGeneral Fund$36.5MLake County &other taxing bodiesDowntown CRA$8.8MMountain Prop. Why we don’t add the funds together

Printed total, all five funds
$69,539,695
Less General Fund payments to the CRA’s two area funds, which those funds spend again
−$6,680,815
Printed spending less identified CRA payments (our calculation)
$62,858,880

Other transfers and financing flows are not fully reconciled. This adjustment removes only the identified General Fund CRA payments; it is not a fully consolidated service-spending total.

What is a CRA?

  1. A district is frozen in time. When a Community Redevelopment Agency is created, the taxable value of property in its district is recorded as a base.
  2. Growth is set aside. In later years, the city, Lake County and other taxing bodies pay the CRA most of the property tax collected on value above that base (“tax-increment financing”).
  3. It’s spent in the district. The CRA must spend that money on projects in its own redevelopment plan, such as roads, parks and utilities in the district.

About this data

Downtown CRA: Revenue also includes $1,150,000 moved in from previously assigned funds and $185,900 interest. The four tax lines add to $5,439,355, $1 below the printed $5,439,356 total. Page 56 prints a $8,805,368 department total, $7,061 more than page 53, because personnel differs between the two pages.

Mountain Properties CRA: The assigned-funds line carries two different names on pages 57 and 60, and the two pages show different amounts for FY2022–FY2024. Page 1 shows these assignments as negatives.

Selected City and CRA uses reveal service subtotals.

Identified service lines show more than the General Fund alone. Read the coverage and reconciliation limits before treating a subtotal as a complete service total.

About this data

Only final service-use lines are included here. General Fund payments into the CRA’s two area funds are not added again. Unassigned CRA uses, other funds and any remaining internal reimbursements need reconciliation before these can be called complete service totals. Utility and stormwater spending is shown separately in Utilities & debt.

What remains unassigned?

  • Reimbursements to Turnpike (Mountain Properties CRA, 030-400): $4,141,180
    Source (1)
  • Water, wastewater and expansion design (Downtown CRA): $750,000
    Source (1)

These are identified unresolved lines, not an exhaustive residual. The underlying Turnpike agreement is not established here; its payment is not assumed to be an internal City transfer.

CRA financing includes contributions from outside City government; these figures describe spending by the funds, not solely City tax funding or equal benefits throughout the City. See each CRA’s full budget and funding sources.
