Methods / Coverage & definitions
How this site works.
Every claim needs evidence. Every calculation needs a definition. Missing information stays unknown.
Facts, statements and analysis have different meanings.
Official decisions come from specific records. Candidate positions are attributed statements. Calculations are our analysis, with visible inputs. A source homepage helps find a record; it does not support a specific vote or number.
Source availability is not completeness. A missing document or failed search leaves record availability unknown.
Past election results
Past results come from the Lake County Supervisor of Elections’ Election Results Archive, using its official ENR summary pages and linked CSV exports. Each selected election links both versions and records the CSV’s SHA-256 and the county website’s last-updated text. Results were checked and this section updated October 20, 2026.
The county hides vote-type groups with 1–29 votes; the 2019 summary describes 1–30. These hidden groups are not zero; we use the published contest totals. The 2021 summary and CSV publish total votes only. Race participation is the sum of candidate votes in that race, not turnout. The 2022 result titled “Minneola Council Member Seat 4” includes under votes and over votes in its percentage denominator; it is kept separate from Seat 3. Margins are the difference between the two highest choice totals. No Minneola-only turnout or registered-voter figure is available in these sources. Candidate status is not inferred from missing contests, and the selected years are not a complete election history.
Campaign totals use the filings we have.
Common comparison uses active whole reports starting August 22 and ending by October 2, 2026. Available history uses active reports ending by October 2, 2026, with a different start date for each candidate. Transaction dates are retained as filed.
One identity standard across the site.
Automatic identity assertions require the same Sunbiz document number, or the same address of record in government documents, with page citations. Names, occupations and cities alone do not confirm identity. Addresses used for comparison are never displayed.
Donor rows show filed names, cities, occupations, amounts, dates and filing citations, plus a note where a public license/business record classifies the donor for the sector figure.
The sector figure counts development and real estate: developers, homebuilders, and real-estate firms and agents. A donor counts when the filed occupation matches, with the same explicit phrase list and exact whole-field exceptions for every candidate and donor, or when a public license/business record matches the donor’s filed name and address under one written rule; that donor’s row says so. Construction trades, contractors who build for others, attorneys and engineers are not counted; they stay visible in donor tables with their filed occupation. Other outside research does not change it. It includes monetary contributions, including candidate money, and excludes noncash support. Known amounts are shown in dollars; blank matching amounts remain unknown. Blank or unknown occupations are counted as occupation not provided, without assigning them to either category.
Development and real estate means developers, homebuilders, and real-estate firms and agents. Occupation terms: real estate, realtor, realty, real estate development, property developer, land developer, home builder, homebuilder, residential builder, home building, homebuilding, land development, property development. Case is ignored; complete phrases and optional plural endings match. Exact whole-field exceptions: developer, builder, singular or plural. Added words do not qualify these exceptions. Construction, contracting and land-use occupations do not count; they stay visible in donor tables as filed. A row may also count under the public-record rule below, and that row states the basis.
Public license and business records.
A donor also counts when a public record matches. The record must be active and show homebuilding, development or real estate: a Sunbiz business entity whose filed name or purpose says so, a Florida DBPR real-estate license, or a DBPR license that lists such a company as its business name (DBA; the license must be active, the listed company’s own status is not required). It must name the donor’s filed first and last name at the donor’s complete filed address. Name matching ignores case, punctuation (a hyphenated surname matches its spaced form), middle names or initials and an omitted generational suffix (Jr, Sr, II, III); conflicting suffixes or a partial surname do not match; address matching allows only ordinary abbreviations. A different street number, a missing unit, a spelling difference, a name-only or address-only match, a generic investment, holding or LLC name, or a trade or contractor license on its own is not enough: that donor stays unclassified. Every classified row carries the same note.
We ran this lookup for every outside monetary entry, for all eight candidates, whose filed occupation did not already qualify and did not clearly fall outside the sector: 58 entries. Records were searched in Florida DBPR and Sunbiz on the dates in the capture table. Results: 2 classified, 8 matched a record that does not qualify, 22 ambiguous and left unclassified, and 26 with no matching record found. Sunbiz pages returned errors to automated retrieval, so entity evidence came from indexed copies of official Sunbiz pages. Indexed copies can be weeks or months older than the search date; classification reflects the record as captured. “Not found” does not mean no record exists. A classification describes a public record; it is not a statement about the donor’s conduct or any candidate’s decisions.

Read the filing labels.
- Raised
- Known itemized monetary receipts, including the candidate’s own gifts and loans. Noncash support is separate. Blank amounts are unknown.
- Filed occupation sector amount
- The sector figure counts development and real estate: developers, homebuilders, and real-estate firms and agents.
- Development & real estate share
- The line on every candidate card and profile: the development and real-estate amount from outside donors divided by known outside monetary gifts (donor money, excluding the candidate’s own money) in the available reports. Whole percent; a nonzero share under 1% shows as “<1%” and a partial share over 99% as “>99%”. Blank amounts are unknown, not zero, and stay out of both figures. With no recorded donor money no percentage is shown.
- Funding bars
- Each candidate’s bar fills its full width and shows only that candidate’s own total, split into development & real estate, other donors, the candidate’s own money and any report-cover difference, in that order for every candidate. Candidates run for different seats, so bars share no dollar scale; compare the printed dollar amounts. Each bar has a table with the same amounts.
- Outside monetary gifts
- Outside monetary gifts exclude candidate personal gifts/loans and noncash support. Amounts use integer cents. Public sector totals use the filed occupation or a public license/business record matching the filed name and address, noted on that donor’s row.
- From Minneola addresses
- Known monetary gifts from other donors whose filings list Minneola, Florida. Mailing locality is as filed.
- Not itemized in filings
- Report-cover monetary receipts minus known itemized monetary receipts. Where itemized entries have blank amounts, the label is “Cover minus known itemized,” with the unknown-entry count. Negative differences remain unresolved. No difference is assigned to a donor.
- Missing occupation
- Counted as occupation not provided; never assigned to a sector category.

A budget plan is different from actual spending.
Planned spending stays separate from actual spending, capital from operations, and named funds from all-funds totals. General Fund payments to a CRA are financing, separate from the CRA’s final uses.
Legal requirements, professional recommendations, local targets and peer comparisons have different meanings. A peer median is context, not a standard. Each budget page states its scope, calculations and source differences.

Claims are checked before publication.
AI helps organize documents, propose extractions and draft explanations. OCR and machine transcripts are discovery aids. Candidate information, money and project status require source checks and human publication approval. Council decision summaries are checked independently by two AI models against the same official minutes. A disagreement holds a summary until a third check resolves it. Each published summary links to the minutes, which are the official record.
Residential street addresses, signatures, personal contacts and private proposals are excluded. Original evidence remains intact in controlled storage.
Material corrections retain an explanation and identify affected claims. Suggest a correction. Changes made after a suggestion are listed in the public corrections log.
